I love the market, but it doesn't do everything. In this case, if reducing US dependency on imported oil is a matter of national security, then reducing it urgently may require non-market means, such as European-style taxes. $5.00/gallon gasoline, sustained in real terms over a period of years, WILL change behavior.
I am sure Mr. Gingrich thought that removing the "subsidy" for teenage single parenthood embedded in the welfare system, by changing the rules and raising the "price" would change behavior. And it has. Teenage pregnancy rates have fallen.
