    1. housing in outer boroughs is enviormentally more sound...but requires surburban planing cordinated with transportation and all related survices. Jobs and work would move to boroughs as needed.

    Well designed it would challenge city living at a fraction of buildingin the city.

    A more sound proposal is intigrated urban surban development on a 20 year plan.
