    More than 150 communities have passed resolutions condemning the USA Patriot Act, a 2001 antiterror law enforcement tool that critics say is too intrusive. President Bush is an enthusiastic supporter. John Kerry says he wants to keep 95% of the act and "strengthen the rest".
