Perhaps you can focus on those stories that fall out of the news, because they just happen over and over again and thus are not seen as "news" - schoolkids in NYC with no books, structural lack of enforcement of any serious kind against slumlords, etc. (Brian, the buildings on Academy in Inwood this week - your neighborhood?) These "stories" make a brief appearance every year, and then no in-depth follow-up, no heat applied to those responsible, no change...
