Bullying legislation has to be tempered with basic rights to free speech and expression. The Tyler Clementi case at Rutgers has recently revealed that both the victim and the accused were making derogatory and discriminatory comments about each other to their friends, and to each other.

Money and time would be better spent on teaching human decency through requiring social skills groups at public schools.
