FCC Chair Julius Genachowski has proposed new net neutrality rules that will protect the free and unfettered internet and prohibit discrimination by ISP’s. Siva Vaidhyanathan, associate professor of media studies and law at the University of Virginia, has the update.

well, that's one side -- now...where's the other?
only fair solution i can imagine is that the government owns the internet infrastructure. as it does our roads. or as it did for most of the 20th century until deregulation gifted it to att. or as it already does in countries with faster internet connections -- like China.
If a small business wants to pay a premium for a faster upload/download time than its peers -- will it still be able to?
