As a former Civil Servant I am loathe to recommend layoffs BUT with a soaring unemployment rate in private industry and unemployed workers having even their unemplyoment benefits subject to taxation, I find it unreasonable to increase taxes and fees in lieu of a reeuction in the workforce , State or City.
