Let the State charge 1 cent for each stock exchanged in the Stock Market. That money would bring in a great deal of revenue, and it would a painless process. Also there should be a teeny tiny commuter tax for those living outside the State and who come here to work.

Extraordinary. Paterson's willing to add a tax to health insurance knowing it will be passed on to those least able to pay--the insurees--and to nursing homes and hospitals, which have been struggling. And increase tuition--if that's not a tax I don't know what is. And accept MTA fare increases--another tax in "fee" clothing. And take money from working people--public employees. But not increase taxes on millionaires.
What a disappointment he is turning out to be.

They need to find ways to cut back on waste. Having institutions spending money on anything and everything just so they can use up all of their allotted money is insane. They should be rewarding institutions that tighten their belts with greater reserves to draw upon the next fiscal year... not rewarding spending every last time with a bigger budget. I'm not sure how much could be squeezed out of a change in that area, but every little bit helps.
