Changing Course at ACS

How are the changes put in place at the New York City Administration for Children's Services (ACS) since the death of Nixzmary Brown working out? We ask Elizabeth Roberts, the deputy commissioner for Family Support Services at ACS, and then hear from Andrew White, director of the Center for New York City Affairs at the New School and an editor of Child Welfare Watch, Lisa Caswell from the Day Care Council of New York, and Tracey Carter, a parent organizer from the Child Welfare Organizing Project.

Your first guest stated that preventative services are being utilized at 100% for those families that have been found to be neglectful or abusive towards children, and at the same time the number of parents found to be abusive and neglectful have decreased. In my opinion, as a school social worker, it is so difficult to get ACS to "indicate" and "found" a case of abuse or neglect that preventative services are never offered to those families who could utilize them. ACS continues to "unfound" cases and wait until things get worse before offering or mandating services.
