I've never been a believer in the 9/11 conspiracy theories (aside from that muslim extremists conspired to attack the WTC and Pentagon), but what I think the significance of this is that Rudy tried to make it seem like he had more control of the situation than he really did.

If one assumes that he was telling the truth to Peter Jennings, then a darker conspiracy seems to be in the works. But if you go with the more logical conclusion, that he was lying to Peter Jennings that day, then it looks like he was trying to trump up his involvement.

I think when you consider the fact that he has run on a platform of strong anti-terror reputation by spinning the catastrophic failure of 9/11 into some kind of success on his part. He was white washing starting on 9/11 onwards... it's just that later on he had the sense to realize that by saying he WASN'T surprised by the collapse, he was effectively saying that he knew they were going to collapse and didn't react as he should've to get the fire fighters out of there.
