NEW YORK (AP) - A federal appeals court refused Wednesday to reconsider its order removing a judge from court cases challenging the New York Police Department's stop-and-frisk policy.

New York's junior senator, Democrat Kirsten Gillibrand, has been championing an effort to change the way the military deals with sexual assaults. Another Democratic Senator, Claire McCaskill, of Missouri, has also made the issue a top priority. But they are approaching reforms in different ways, and each is lobbying her colleagues hard for her own bill. McCaskill wants to keep prosecutorial power in the hands of military commanders. Gillibrand thinks those commanders — essentially, the bosses of the accusers —  have been part of the problem, and her bill would take assault cases out of the chain of command and turn them over to military prosecutors. 

Early Wednesday, Mayor-Elect Bill de Blasio met with outgoing Mayor Michael Bloomberg, mainly for a photo-op. But then he shifted gears, naming the first four members of his transition team. What's next for the de Blasio team? And what's going on in this photo?

Update: Authorities say they have found the body of the suspected gunman who opened fire late Monday night at Westfield Garden State Plaza Mall in Northern New Jersey. Another motorcyclist is facing charges in connection with the beating of a motorist pulled from his car and set upon by a group of motorcycle riders, in an incident caught by a video camera. Reginald Chance, 37, was arraigned Sunday in Manhattan on charges including assault and gang assault and held on $75,000 cash bail. During his court appearance, he was photographed raising his middle fingers at the press.

The labor dispute that caused Carnegie Hall to cancel its opening night gala this week has come to an end. The company says it's reached an agreement with the stagehands union.
