Cuomo established New York's health exchange by executive order, but how it will work is still to be determined.  Elisabeth Benjamin, vice president of health initiatives at the Community Service Society, co-founder of Health Care for All New York Campaign (HCFANY), a statewide coalition of over 100 New York organizations, joins us to explain the details.
