One of the reasons we will win the war is that the morale of our enemies will crack. Superiority of morale is traceable in three things: we have been attacked; open and fearless way in which democracy permits difficulties to be faced and worked out; free institutions encourage technical research procedures to discover weaknesses in morale. Shorter work hours would increase productivity; the number of hours worked ought to be determined by scientific research.
