NEW YORK, NY April 25, 2008 —A criminal probe into deceptive City Council book-keeping has thrown light on the City's growing reliance on non-profits to provide a wide array of community services. WNYC's Bob Hennelly has this report.
REPORTER: From after school programs to health screening the City turns to hundreds of non-profits to maintain services while keeping staff numbers down. Baruch College Political Science Professor Dou Muzzio says he is not surprized Council members have gotten involved.
DOU MUZZIO: The machines aren't traditional political club houses anymore but social service agencies going back to the famed poverty pimps of the 197O's. So the social service organization becomes a a different way to mobilize the electorate.
REPORTER: So far Federal prosecutors have indicted only two former Council staffers. But the specter of the on going Federal criminal probe has put the whole council on trial in the court of public opinion.
