Council Speaker Faces Criticism

NEW YORK, NY April 16, 2008 —Council Speaker Christine Quinn went from perhaps her most impressive moment as speaker to a crisis in the span of just a few days.
First, she rounded up just enough votes to get the mayor's congestion pricing plan approved in her chamber and then came the news that, for years, the council has been setting aside money for phony groups so that council members could later pass the funds along to pet projects.
An embarrassed Quinn proposed reforms, but council members are refusing to go along and she appears weakened.
