Clinton Aims to Cut Urban Murder Rate by Half

NEW YORK, NY April 11, 2008 —Senator Hillary Clinton is laying out a plan today to cut the murder rates in cities by half. WNYC's Andrea Bernstein has more.

The $4 billion-dollar plan is being unveiled in Philadelphia, the city with the highest homicide race among the 10 biggest U.S. Cities, and it comes as NYC's homicide rate is showing signs of being on the rise.

Clinton wants to add 100,000 new police nationally. Her plan would specifically target gang violence, drug, and gun trafficking. But would also include community programs for at-risk youth.

That's an approach that Barack Obama also favors. In an interview with WNYC last month, he said that it's "been a mistake" to put all our eggs in the incarceration basket. He said he wanted more programs that prevent people from getting into trouble in the first place.

The next primary, in Pennsylvania, is a week from Tuesday.
