Cop Complaints by Tibetan Protesters Referred to Board

NEW YORK, NY March 28, 2008 —Police commissioner Raymond Kelly says allegations against officers during a protest for Tibetan independence have been referred to the Civilian Complaint Review Board.
In recent days, a video has surfaced on the Internet. Its narrator says the video shows police officers beating protesters, but the images and sound are unclear.
Kelly says the case is being investigated, but added, officers are authorized to use force on people resisting arrest. He says he's not surprised that the video apparently depicts police officers swearing at protesters.
KELLY: It's an emotional experience. Yes, there's a lot of training involved, but we're also dealing with human beings.
REPORTER: Seven protesters were arrested, and the Manhattan District Attorney is processing the charges.
