To Sweeten Congestion Pricing, Parking Permits
The Bloomberg administration is making some last-minute changes to its congestion pricing plan, in hopes of improving its chances of approval by the State Legislature.

NEW YORK, NY March 13, 2008 —A new city program gives neighborhood residents parking permits in hopes of discouraging "park and ride" commuters from other areas.
Janette Sadik-Khan is the commissioner of the Department of Transportation. She says people won't try to park in already congested neighborhoods to avoid the congestion fee.
SADIK-KHAN: But to allay that fear and ensure that we are addressing those concerns, we're putting together this residential parking permit program.
REPORTER: The program is designed for neighborhoods just outside the proposed congestion zone, such as Brooklyn Heights and the Upper East and West Sides.
