Changes to New York's Juvenile Detention System
Governor Spitzer is planning an overhaul of New York's juvenile detention system, including the closure of some facilities.

NEW YORK, NY January 16, 2008 —REPORTER: This comes after the 2006 death of a Bronx teen in a residential juvenile facility that raised questions as to how the state deals with its young offenders.
Gladys Carrion is the commissioner of the state's Office of Children and Family Services.
She says the overhaul will allow the state to focus on the developmental needs of young people, instead of discipline.
CARRION: We think that we would do better by these young people if we provide services closer to the community and we wrap services around them and their families.
REPORTER: Carrion says her office will focus on low-level offenders who don't need to be in the system.
