Police Present Their Circumstances on Teen Shooting

NEW YORK, NY November 13, 2007 —Police Commissioner Ray Kelly says the fatal shooting of the emotionally disturbed 18 year-old Brooklyn teen last night appears to fall within Departmental guidelines.

REPORER: Police say earlier in the day Denise Owens, the teen's mother, had unsuccessfully sought a psychiatric intervention for her son Kyle Coppin who had stopped taking his anti-psychotic medication. Before police arrived a 911 operator taking a call from Owens heard the teen say he was armed. Kelly says by the time they arrived at the Bedford Sutyvesant apartment the teen was extremely agitated.

KELLY: As the officers approached Kyle he first brandished both knives and lunged toward the officers and yelled quote "shoot me, kill me."

REPORTER: Kelly said that officers backed off after that interaction and that the teen retreated to a bedroom with a window. Minutes later Kelly said Coppin exited the bedroom window towards police and the officers say the teen appeared armed. Kelly says Coppin ignored several commands to stop and lay on the ground. Five officers fired twenty shots. Eight rounds hit the teen who had actually been holding a hair brush.
