NEW YORK, NY March 16, 2007 —Following the police shooting of Sean Bell last November, the City Council committed to a series of hearings on how the NYPD functions. In their latest round, the panel discovered that while the department's internal oversight has tightened recently, just how well civilian monitoring works is still an open question. WNYC’s Bob Hennelly has this report.
