Connecticut Officials May Delay Ross Execution Another Day

HARTFORD, CT January 28, 2005 —Connecticut's correction officials are likely to delay serial killer Michael Ross' execution for another day. The execution was scheduled for 2 a.m. tomorrow, but Attorney General Richard Blumenthal says it will probably be postponed, at least until Sunday.
A federal appeals court today lifted a restraining order that had prevented Connecticut from executing Ross. But, the panel says, the order will stay in place until Sunday to allow Ross's father to appeal to the U.S. Supreme Court.
The appeals court said it could find no case law that establishes the right of relatives of a condemned inmate to challenge the death sentence on their own behalf. Ross decided last year to forgo his appeals. But others, including public defenders and his father, went to court to try to block the execution, claiming Ross was not mentally competent to make that decision.
