Subways Flooded by Frances

NEW YORK, NY September 09, 2004 — The remnants of Hurricane Frances took a fast and pelting hit at the Tri-state area early yesterday. There was no major damage, but it did catch commuters by surprise as record rainfall flooded highways, basements and mass transit systems. WNYC's Richard Hake reports.
