NEW YORK, NY December 03, 2003 — The city's sanitation commissioner, John Doherty, is defending the extended timeline and costs of Mayor Michael Bloomberg's long-term garbage export plan. But he faced a panel of skeptics at a city council hearing yesterday. WNYC's Amy Eddings was at that hearing.
