NEW YORK, NY July 31, 2003 — Beth Fertig reports that New York City mayor Michael Bloomberg is trying to convince voters to drop partisan primaries. Bloomberg wants municipal officials to be chosen in a single open primary, with the top vote getters going on to the general election, regardless of party affiliation.
