Incentives for Downtowners Maybe Hurt More Than Help

NEW YORK, NY May 07, 2003 — The deadline for applying for program that gives incentives to live in Lower is May 31. The Lower Manhattan Development Corporation is declaring the program a success, saying it has handed out money to 28,000 people and induced thousands to sign leases in Lower Manhattan. But for one class of people, the program may actually hurt more than in helps. WNYC's Andrea Bernstein reports.
