FEMA Leaves Some Out in Cold?

NEW YORK,NY January 31, 2003 — Today is the last day for people who were hurt financially by the attacks of September 11th, to apply for mortgage and rental assistance from the federal emergency management agency. But, as WNYC's Andrea Bernstein reports, as the program comes to close, some New Yorkers feel left in the cold.
