NEW YORK, NY December 05, 2002 — With both city and state budget cupboards bare, there is one huge pot of money available - billions of dollars in federal funds to improve lower Manhattan transit. As WNYC's Andrea Bernstein reports, the lure of those funds has fueled a pitched battle over the best way to get commuters in and out of Lower Manhattan.
