BROOKLYN, NY September 11, 2000 — The eleventh congressional district in Brooklyn is the nation?s largest black congressional district. Seventy-two percent of the voting age population was black, according the last Census in 1990. With Caribbean Americans a growing portion of that electorate, some are looking for a change in representation. In tomorrow?s Democratic primary, the 18-year African American incumbent, Major Owens, will face the toughest challenge of his career from a Jamaican born city councilwoman.
