NYS Comptroller: Physicians Inflate Insurance Costs

DINAPOLI: These medical providers misled patients and engaged in abusive practices, significantly driving up the cost for the state.
REPORTER: Authorities have stopped short of calling it fraud, and don't plan to press criminal charges. DiNapoli says $9 million have been recovered so far, and the providers have been fined.
