Mayor Is Hurting Small Business With ‘Trivial’ Violations, De Blasio Says

Wednesday, April 25, 2012 - 04:17 PM

New York City Public Advocate Bill de Blasio claimed the systematic "overzealous” enforcement of what he calls "trivial" violations by city regulators is hurting small businesses.

De Blasio said it's no accident that city revenues from fines on small businesses – he places the blame squarely on the Bloomberg administration.

“It's not because people are breaking the rules more, it's because the rules are applied in a very arbitrary manner with a focus on revenue, not on being fair to small businesses," he told WNYC on Wednesday.

He said inspectors are instructed "to go out and bring back a lot of tickets."

The public advocate is proposing a plan to allow small business owners more chances to correct violations without fines after they have been cited. He is also calling for eliminating outdated and abused regulations.

The mayor's office has not immediately responded to WNYC's request for comment.
