New York City Comptroller John Liu gave the go-ahead on the next phase of the 911 call system overhaul now that the Bloomberg administration has reduced its projected cost.

The $95 million contract with Northrup Grumman is just a fraction of the $286 million version that Liu rejected earlier this winter.

At the time, Liu said he was concerned there was not sufficient cost and performance controls -- and that the contract would leave the city vulnerable to being defrauded as it was in the Citytime payroll system scandal. Sub-contractors allegedly ripped the city off for $80 million in that incident.

Now Liu says the terms and controls of the contract are much tighter.
