Reshuffling the ballot in NY: WFP and Conservatives moves up, Indys drop

The Working Families says they'll appear on Row D of the New York State ballot for the next four years. WFP had been appearing on Row E.
Party ballot lines are based on the number of votes each party gets in the gubernatorial race. Here's how it will all play, based on the November 2 results:
Row A stays with the Democrats, who got 2,610,123 votes.
Row B stays with the Republicans, who got 1,290,017 votes.
Row C goes from Independence to Conservatives, who got 232,264 votes.
Row D goes from Conservatives to WFP, who got 154,847 votes.
Row E goes from WFP to Independence, who got 146,646 votes.
Row F goes to the Green Party, which previously did not have a standing ballot position.
WFP co-char Karen Scharf said in a public statement "These results show that, no matter what politicians or pundits say, middle- and working-class New Yorkers are thrilled about a party that focuses on common-sense, progressive solutions to our biggest challenges."

Over half the states have a neutral method for arranging the position of candidates and parties, so that any party, even a new party, has a chance of appearing on the top line (or the furthest left column). I don't know why New York can't imagine a neutral, fair system, instead of clinging to this old system in which the two major parties always get the best spot on the ballot.
