Connecticut Governor Dan Malloy laid out dozens of proposals Wednesday aimed at improving the state's response to major storms after one knocked out power for 12 days in October.

Legislation he plans to propose includes 82 recommendations to upgrade standards for utilities and emergency officials.

"These are definitive acts which will be taken as a result of our experiences and it includes a major statewide preparedness drill that will be held no later than September 1st," Malloy said in a press conference.

The recommendations call for more training exercises that involve utility companies, cities, towns and the Red Cross. Malloy also wants to increase the Department of Transportation's tree maintenance budget by $1 million.
