Mayor Michael Bloomberg says 51 of 127 goals of his ambitious PlaNYC to reduce carbon emissions have been achieved, and 21 "nearly achieved." But several aren’t what he’d hoped, including his plan to charge drivers to enter parts of Manhattan during the day and his effort to make more of the city’s taxi fleet hybrid vehicles. The first suffered at the hands of Assembly Speaker Sheldon Silver, the second hampered by a federal lawsuit. Still, outgoing Director of Sustainability Rohit Aggarwala is declaring the plan a success.
