Four suspects in an alleged terrorist plot to blow up two Bronx synagogues and shoot down military planes based at Stewart Airport have been arraigned in federal court in White Plains. The lawyer for the fourth suspect told a Federal judge that her client was both bi-polar and what she called "intellectually challenged". 27 year-old Laguerre Payen haltngly told the judge he was a citizen of Haiti and could speak and understand English but could not read or write it. Payen's court appointed attorney waived the reading of the criminal complaint and did not make application for bail. Payen was sent to the Westchester Penintentiary where the three other Roverdale suspects are being detained. They all will be back in court June 5th.
