City Council Speaker Christine Quinn wants police abuse cases to be prosecuted by an indendent board, instead of the NYPD.
At a council hearing, she noted that the NYPD has failed to follow up on more than 1/3 of the cases that were substantiated by the Civilian Complaint Review Board in the last two years.
QUINN: If the cases are not being prosecuted then we have to ask what are the people of the City of New York ,what are they receiving in return for their money especially now when as the Chair mentioned we are going to have to continue to make tough budget decisions.
REPORTER: The Bloomberg Administration says it will study Quinn's proposal.
But officials say they want to wait and see the results of a pilot program that teams up CCRB attorneys with NYPD Internal Affairs prosecutors.
