Court papers filed Wednesday claim that government agencies, more than construction workers, are to blame for the deaths of two firefighters at the former Deutsche Bank building.

The documents were filed on behalf of three construction supervisors and a demolition subcontractor. They also claim prosecutors withheld evidence from the grand jury that was favorable to the defense.

The Manhattan district attorney's office said it will respond to the filing later. Charges against the supervisors and the John Galt Corporation include second-degree manslaughter.

The fire broke out at as it was being dismantled on Aug. 18, 2007. It was filled with toxic debris from 9/11.

Two city managers were reprimanded over botched inspections. The defense also faults state and federal agencies.
