By a vote of 29-22, the City Council yesterday passed Mayor Bloomberg's bill extending term limits from two to three terms, clearing the way for him and two thirds of the Council to run for a third term. But at one point, we thought it might be 23 votes against the bill. Bronx Councilman James Vacca was originally against the bill but some time in the 48 hours before the vote, he changed his mind. WNYC's Isaac-Davy Aronson caught up with Councilman Vacca earlier today.
