A judge says city officials did not have a sufficient plan to monitor pollution before starting to build schools on contaminated land in the South Bronx. The New York Times reports that the ruling requires the School Construction Authority to provide a long-term plan for checking air quality and other environmental factors on the property, which used to house a railyard and a plant that converted gas into coal. Parents and local leaders brought the suit last year and plan to announce the ruling Monday. A city lawyer says the construction agency has provided adequate information on plans for pollution monitoring. The city says the ruling won't stop work on the four schools, due to open in 2010.
