Council Speaker on Spending Cuts

City Council Speaker Christine Quinn and the council have identified close to a half-billion dollars in spending cuts for 2009 and 2010. The cuts would preserve the $400 tax rebate that homeowners currently enjoy. Council Speaker Christine Quinn joins us now.
