More New York City teachers are meeting the tough federal requirements set by No Child Left Behind. A city Education Department spokesman says 87% of the city's teachers met the federal standards that require a bachelor's degree and state certification in the subject taught. That's up by 8% from last year. But by July, all teachers must satisfy these requirements and there are still subjects in which city teachers are lagging. More than 50% of the earth science teachers and about 30% of the art teachers are still considered unqualified under the federal act.
