The City Concil is considering raising the city's personal income tax surcharge. The council is expected to release its response today to Mayor Bloomberg's budget plan. The Democrat-led council is also considering pushing Albany to reinstate the commuter tax, along with some other surcharges, which need state approval. These proposals follow years of tax cuts. WNYC's Beth Fertig has more on the change in direction.
