I think that the worst thing we could do with revenue from automotive tax of any kind is to build more roads. The automobile is not the most efficient way to move people around from a cost, energy or safety standpoint. We need to develop more mass transit and encourage people to use mass transit by making it cost less than automobiles.
I believe that if you compare the gas tax (which can be changed from a fixed amount to a percentage) makes more sense than the CAFE standards.
